Alberta Institute Purchasing Management Association of Canada Maintenance of CPP Certification Effective: January 1, 2001

MAINTENANCE  OF C.P.P. CERTIFICATION PROGRAM

BACKGROUND
The Certified Professional Purchaser (C.P.P./CPP) designation is granted by the governing Institute of the Purchasing Management Association of Canada (PMAC) based upon Canada-wide education and testing standards. Within the province of Alberta, this certification is granted by the Alberta Institute of PMAC (AIPMAC), which is registered under the Professional and Occupational Associations Registration Act. The Act and Alberta Institute Rules and Regulations recognize the Alberta Institute's responsibility for the practices and competence of the persons so certified in Alberta.

PURPOSE
To maintain the credibility of the designation, continuous professional development is expected to ensure a level of competency and current knowledge of the C.P.P. holder with respect to purchasing-related business matters. A professional is more likely to remain at a high level of competence and currency if the C.P.P.:
  • Pursues self education that has some value in the business world, or
  • Expands the body of supply management knowledge, or
  • Betters the supply management profession by disseminating business knowledge, or
  • Promotes and supports the value of the management profession.

MAINTENANCE REQUIREMENTS
Credits are assigned to prescribed maintenance activities. While there is no upper limit, a minimum of 30 credits needs to be achieved over each Maintenance Period. In addition to achieving the 30 credits, the C.P.P. is required to maintain current membership status with the AIPMAC throughout the Maintenance Period.

If excess credits are earned during a Maintenance Period, a maximum of 15 of those excess credits may be carried forward and applied to the next subsequent Maintenance Period.

MAINTENANCE PERIOD
Each Maintenance Period comprising of 3 consecutive calendar years shall immediately follow the previous Maintenance Period; the start and end dates of each shall be January 1 of year-I and December 31 of year-III respectively.

The initial three-year Maintenance Period shall commence on January 1 of the year immediately following that in which certification was granted, ending on December 31 of the third subsequent year. For new C.P.P. graduates, any course(s) taken in the same year subsequent to certification granted, are eligible to receive maintenance credits and will be applied to their 3 year Maintenance period. Example: C.P.P. granted in October 2008 and a course was taken in November 2008, this course would be eligible for C.P.P. maintenance credits.

ANNUAL REPORTING
Each individual C.P.P. will be responsible for documenting all successfully completed maintenance activity for the year, using the Maintenance Activity Report form provided. To ensure the accuracy in annual archival and statistical activity, Maintenance Activity Reports for any given year should be submitted to the AIPMAC no later than January 31 of the following year. Where no report is received by the due date, no credits may be assigned for the corresponding activity period. Documentary evidence of successful completion should be attached for each listed activity. Credits for activities in any reporting year within the Maintenance Period will still be given if filed within the Maintenance Period, but may not be carried over to the next Maintenance Period.

TRANSFERRING MEMBERS
AIPMAC reporting schedules and procedures shall be followed as above.

Transferring C.P.P.'s shall be required to commence participation as of the 1st of January immediately following relocation to Alberta. If participation commenced prior to relocation, unclaimed credits may be recorded in the first Maintenance Activity Report filed with the AIPMAC.

If differing reporting schedules exist between the originating Institute and AIPMAC, participation may be continued in the intervening period and credits claimed in the first Maintenance Activity Report filed with the AIPMAC.

RECOGNITION OF ACHIEVEMENT
Upon satisfactory completion of maintenance requirements, the AIPMAC Practice Review Committee will review the submissions and will issue a formal recognition of achievement for the corresponding maintenance period.

FAILURE TO REPORT
A C.P.P.'s failure to complete and report maintenance requirements for any given Maintenance Period may invite disciplinary action resulting in loss of the right to use the C.P.P. designation.

If completion of the requisite maintenance requirements for a given 3-year Maintenance Period has not been confirmed by the reporting due date (January 31 of the following year), the C.P.P. will be served with written notice calling for written clarification-explanation of circumstances. Should reasonable grounds exist, an extension may be granted until no later than the following 31st of January, on condition that subsequent Maintenance Periods and reporting schedules remain unaffected. After that time, persistent failure to satisfy the maintenance standard will result in an official notification of the disciplinary action being sanctioned.

REINSTATEMENT
A defaulting individual may apply for full reinstatement upon subsequently earning at least 30 maintenance credits over a period not exceeding 3 years. Such application should be submitted in writing by January 31 immediately following completion of these requirements, and should be accompanied by supporting documents. A reinstatement fee will apply.

EXEMPTIONS
All honourary and permanently retired non-practicing Institute members shall be exempt from maintenance requirements. A C.P.P. holder not belonging to any of these categories may request and may be granted a one-time exemption for any three-year period at the absolute discretion of the Alberta Institute Practice Review Committee. Written requests should be submitted preferably 10 business days prior to commencement of exemption period. Such exemption shall be based exclusively on circumstances of undue personal hardship.

Updating Maintenance of C.P.P. Certification Program

The Maintenance of C.P.P. Certification Program will be reviewed by the Practice Review Committee annually and updated as required. Any changes to the program will take effect on the date the new changes are approved by the AIPMAC Board of Directors. The old Maintenance of C.P.P. Certification Program may also apply, to any C.P.P. holders on record at the time of the change, until December 31 of the year their existing Maintenance Program expires.
